The Housing Choice Voucher Program (HCV) under the U.S. Department of Housing and Urban Development (HUD) is the major rental assistance program helping very low-income families, the elderly, and the disabled to rent decent, safe, and affordable housing in the private market.

Waiting List Creation & Participating Agencies


Housing Data Link of Maine, LLC, a partnership between Portland Housing Authority, South Portland Housing Authority and Westbrook Housing, opened The Maine Centralized Section 8/HCV Waiting List on April 10, 2013 in accordance with provisions contained in the United States Housing Act of 1937, as amended. Since its inception, these housing authorities have been using this list. Other housing authorities throughout the state are also given the opportunity to use the system and are added to the list of participating agencies as they join.

Quick Waiting List Facts


  • All applicant information entered into this list can be accessed and updated by any and all participating housing authorities.
  • Applicants do not need to apply more than once.
  • Each participating housing authority accepts applications via our online form, mail, or in person.
  • The housing authorities have not been issued any additional housing choice vouchers by HUD.
  • The Maine Centralized Section 8/HCV Waiting List will remain open indefinitely.
  • Vouchers will be issued by each housing authority based on their turnovers and their preferences and priorities for their local HCV.
  • Waiting list information is secure and accessed only by authorized housing authority staff.
  • The waiting list is typically purged every 3 years.
