Cumberland Ave render337 Cumberland Avenue

Portland’s lack of affordable housing and affordable childcare exacerbate financial burdens on working families. To meet these challenges, Portland Housing Authority (PHA) and Youth & Family Outreach (YFO) have partnered on the development of a new multifamily building at 337 Cumberland Avenue. 

To meet the tremendous local needs for more affordable homes, 337 Cumberland Avenue plans call for 60 new apartments. Of these, 48 will be permanently affordable and 12 will be priced at market-rate. Located just blocks away from downtown Portland, residents will have convenient, walkable access to jobs, stores, transit, services and more.

Cumberland Ave render2The project also expands YFO’s daycare center to serve even more working families of all income levels. The ground-floor of 337 Cumberland Avenue will enjoy a state-of-the-art, early education center that will allow Youth and Family Outreach to serve 80% more children. It massively expands child care opportunities for Portland’s Downtown and West Bayside neighborhoods. Next door, common space in the old chapel will be available for a broad range of community uses.

337 Cumberland Avenue’s design emphasizes environmental sustainability and wellbeing. The project aims for Passive House and Core Green Building Certifications from the International Living Future Institute, which will promote energy-efficiency, healthy indoor environments, responsible material sourcing, and inclusive community spaces. Thanks to the robust partnership between PHA and YFO, this development is positioned to serve as a powerful demonstration project for family stability within a neighborhood-based education and housing hub.

PHA is proposing the demolition of 50 units of public housing and the new construction of up to 113 units of mixed-income family housing in Portland's East Deering neighborhood. 

Project will proceed in two phases.  Phase 1 is expected to start in Fall 2020.
