Project Based Vouchers - How to Apply
In addition to S8 Housing Choice Voucher program (Voucher), Portland Housing Authority has thirty-one Project-Based Voucher (PBV) contracts which will increase as we convert Public Housing units to PBV contracts. PBV contracts are with the owner to set aside an agreed number of units to lease to eligible applicants. It differs from the Voucher program in that the subsidy remains with the unit. A minimum one-year lease is required. After the first year, a tenant may request to move with continued assistance. A voucher will be provided if available to be used to rent a unit of the participant’s choice.
The linked list provides the application contact for each PBV property and explains the waiting list preferences. By 2024 our plan is to have this application process moved to the Affordable Housing platform so families can apply online in one central location.
PBV waiting lists may be closed due to the length of the waiting list. When a waiting list is opened, it is advertised on the PHA website and with local support agencies. The waiting lists below are open for applications.
Each property has one or more preferences as defined below:
- Elderly: A family whose head of household, spouse or co-head is 62 years of age or older.
- Disabled: A family whose head of household, spouse or co-head is disabled.
- Family: A family with minor dependents. A dependent is a family member who is under 18 years of age or a person of any age who is a person with a disability or a full-time student, except that the following persons can never be dependents: the head of household, spouse, co-head, foster children/adults, and live-in aides.
- Supportive Services: A family whose head of household, spouse or co-head is elderly or disabled and eligible for the supportive services offered. The family is not required to participate in supportive services.
- Non-elderly Disabled Family Member: A family member 18 years of age to 62 years of age who is disabled. The disabled family member does not have to be the head of household, spouse, or co-head.
When applying for these properties the applicants must meet certain low-income guidelines, have a criminal background that is free of certain type of offenses depending on the owner’s tenant selection criteria, and at least one family member must be a United States citizen, refugee or have asylee status.
