Program Description
Emergency Housing Vouchers (EHV) provide housing vouchers to individuals and families in Maine who are experiencing or at risk of experiencing homelessness. EHVs are made available through the American Rescue Plan Act (ARPA) at 7 housing authorities in Maine through the Maine Continuum of Care (MCoC) (https://www.mainehomelessplanning.org/maine-coc/) direct referral process.

Who is Eligible?
Eligible populations include the following, as defined in PIH Notice 2021-14.
- Individuals or families who are homeless.
- Individuals or families who are at-risk of homelessness.
- Individuals or families who are fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking or human trafficking.
- Individuals or families who are recently homeless.
Priority populations as defined by the MCoC include the following:
- 15 % Set-Aside for People fleeing DV- 15% of the Vouchers will be allocated directly to Households referred through Domestic Violence Service Providers
- 85% Households experiencing Literal Homelessness; to include emergency shelter, FEMA hotels, unsheltered, and transitional housing
- Priority Referral will be given for 85% of the EHVs allocated for households currently sheltered in FEMA hotels.
