creates and preserves affordable housing in Portland through new construction, renovation, and re-development. Our staff has experience in community planning, real estate finance, energy-efficient design, and construction.
Resident-Centered Approach to Solving the Housing Crisis
PHDC is addressing the housing crisis in Portland with new housing in locations that are near services, recreation, schools, and public transit, including homes for families and seniors. Through dozens of relationships with partner organizations and by engaging our current residents and the area neighbors in the planning process, PHDC creates affordable communities that endeavor to empower residents and bring people together as a community through integrated support services. PHDC is committed to the resilience and energy efficiency of our buildings and strives to meet Passive House (PHIUS) design standards and Net Zero Energy Ready Home standards in new construction.
PHDC was created in 1983 as the real estate development arm of the Portland Housing Authority. In 2015, Portland Housing Authority and PHDC began a Strategic Visioning process for the re-development and renovation of some of the major properties within PHA's portfolio of over 1,000 homes in Portland. PHDC has since completed the majority of these conversions, with over $400 Million in completed or proposed projects.
